Why do they have...?

I was wandering why on Flight of Fear at Paramount`s Kings island, they had seat belt that connects onto the lapbars. The main reason I wonder is because the area that the safety belt covers is already enclosed by the side of the train, and they seem pointless. If they didn`t have them, I think that the ride (and line) would move a little faster. Anyone know why they have seatbelts?
