It's an SBF Visa Group Tower Coaster - I believe that there was only one made - it's on the German carnival circuit under the name "Cool & Fresh"

This coaster is actually available to build in Roller Coaster Tycoon 3.

I rode a brand new visa group spinning mouse with a standard layout in Germany this year.It had otsr's and square corners. Most painful mouse I ever rode. Hands down.
