The sequence I see most often is when the back row gondola is locked at the bottom, then the ride rotates to the highest position and locks the front row gondola, that way, both the gondolas are facing each other (but the gondola you are facing is upside down when you are right side up and vice versa).
The ride then rotates through the water fountains a couple of times, then the back row gondola is released at the top (when it is upside down) and goes through a couple of snap roll-overs. Then the front gondola is released at the bottom (also when it is upside down) and it also performs some quick roll-overs.
I've seen many different programs, but that is the one I see most often. I've also seen the standard Top Spin program when the ride rotates up about halfway, locks the gondolas, rotates around so the gondolas are upside down, then releases the gondolas and bombards riders with countless high-speed roll-overs.
I have experienced it swinging a whole lot to near-flips which get a little dizzying. On the same note, I have also seen it do a max of 8 or 9 flips in a row, but that was a rare-deal. I don't think it's the best one out there.
It certainly isn't the one in the best-of condition or the newest, but it is especially not the one that offers the best ride.
Maybe it depends on the wind, the program, and how many people fill it up, but I have seen it go near empty, near full, & completely filled and not seen it do what you describe.

I agree, Lagoon's Cliffhanger IS a nightmare. It broke down 3 times when I was last there, once while the gondolas were locked upside down! One flip? I've seen the back gondola pull 3 flips on the program most commonly seen on a Top Spin. I've only experience one full flip while riding, though.
But I have to disagree, too, I think the Mondial Splashover is better then the Huss Top Spin. The restraints were very painful, and yes, the 4 flips were nice, but I prefer the Splashover's airtime over the Top Spin's quick loops. Plus, the Splashover has the added water effects.

And contrary what was is normally seen, IT DOES FLIP MORE than once. The flips I say are a lot faster and more intense. In another program, I could actually experience some airtime.
