If I remember correctly from the home video shot at PKI's construction tour, Jeffrey Siebert said that Face/Off was being painted in the off-season "because the touch-up paint never fully matched the original paint, and faded at a different rate." or something similar to that. So from what it seems, the touch-up paint they use is better or worse than the other original paint, but I may be wrong...
How a paint weathers depends on both the paint used and how it is applied. Which paints you can use depend on what surface preparation you do. This means that touch up in the field often has to be done with a different type of paint that weathers differently. Epoxies provide excellent protection for the steel, but chalk badly in sunlight. Urethanes don't do as much to protect the steel, but retain their gloss weel in sunlight. Aliphatic enamels are the cheap stuff, but easy to apply.

The gold standard is to do a full sandblast, prime with an inorganic zinc primer, apply a coat of epoxy, and finish with a coat of urethane. Does a great job, but costs more and you can't use the system unless you sandblast which is difficult and expensive for touch up.

My paint sales contacts tell me that most parks buy the cheap enamels for repainting.

While I don't get involved in painting rollercoasters, I do spec paint for chemical plants which involves the same type of outdoor steel painting.
