What happened to RCDB?

From my experience, rcdb goes on and off. For example this morning I could not accesss it but tonight I could. Some days I can and some I can't. It probably is because the site can only accomodate x amount of people and when it reaches its limit, it doesn't allow anyone else in. Also, does anyone know if the site is a professional, or if it is done by someone like Jeff for coasterbuzz?
