What constitutes a closed and deleted topic?

I have been wondering for a while, what determines whether a topic is deleted or just closed? Why are some topics closed and others deleted. Just want to know the difference in the two.

Closed topics are either out of control or used as an example of a "dead horse." Deleted topics are outright noise and/or dead topics that come up at least weekly.
