In a meeting Wednesday morning, members of the board of the Central Florida Tourism Oversight District, a body that governs the special tax district Disney is located in, approved a settlement to end a legal dispute.

It's interesting that the board (and governor) seemed so willing to accept the agreement. It essentially reinstates the status quo, and with the new administrator being installed, more friendly to the company, that everyone gets to go on with their lives.
If I'm reading it right, Disney hasn't dropped the federal suit on appeal, but rather will ask the court to defer it while they work with the district to solidify their plans (section 8). The articles I've read so far seem to gloss over that.

That seems like the gist. The new board members aren't going to be obstructionist so Disney gets to move on with their plans with the federal lawsuit in their back pocket while DeSantis gloats.
