Unsafe Restraints, or Overweight?

I just now found this video of an overweight kid on a slingshot ride, in which he's being choked by the shoddy restraints, and the woman on the ride with him, is not even paying attention, and laughing hilariously. Is this safe? Are there existing slingshots with these awful looking restraints?

Completely horrifying to me. Completely. My worst nightmare almost. Imagine this on a coaster! WOW! lol
