Universal consultant warns officials to consider feasibility for Connecticut park

The man known as the father of Universal Studios Orlando met with town leaders Tuesday to consult with them on a proposal that would add a similar, but smaller, theme park and resort to Preston, CT. Robert Ward called the former Norwich Hospital property "very special" with many attributes developers would find attractive. But he warned the Norwich Hospital Advisory Committee to exercise extreme due diligence in testing the viability of Utopia Studio's plan for a $1.6 billion entertainment resort there.

My first question would be , "Who is Utopia Studios, and where are they going to get $1.6 billion?" I couldn't find anything on the internet for a company named Utopia Studios that sounds like they have anything like the kind of organization and financing it takes for a project like this.
