Ah, but you miss a VERY important point about PAX. Metal is really extremely dirt cheap in Russia, as they have far more production capacity for it than consumption right now. Sorta like being in Cuba and buying cigars, though obviously not to that extreme.
Not that I'm saying they will go anywhere, as none of the layouts I saw seemed all that impressive. Maybe for internal consumption.
