TTD can use parachutes for breaks???

I guess I never knew this, but they can use parachutes as a backup breaking system on TTD? I found this pic on PointBuzz today:

Certain victory.

The brakes didn't fail, technically. The mechanismns that move the brakes into place failed.
Cedar Point allows ride ops to wear parachute pants on their breaks? Is that what's being said here? ;)
