Well that makes sense then... they weren't licensed to run all five trains. MF has the same problem at first. I think you need to practice like crazy, let the state see you can do it safely, then get your approval.

They are the department responsible for inspecting and certifying the rides to be operated.(In Ohio)

What state agency controls what is often a matter of history. Amusement ride regulation does often come under agriculture due to state fairs.

Here's a little game for you when you take a road trip this summer. As you travel, stop in each state for gas. Check the sticker on the pump in each state to see what department(s) certifies the pump and the gas.
