Titan almost complete, trains on the track

I wonder if they didnt anticipate it flooding that badly and didn't design a drain into the layout in the trench, or if they did put a drain in there and
A. It's too small to handle the capacity of rain thats fallen as of late
B. It's sump-pumps aren't connected yet (that is, it it has pumps at all)
etc.
