Sort of. They can buy passes with blockout dates.
There are discounts on renewals, as well. I think the $999 pass was like a hundred bucks off. Which we offset by getting the $99 upgrade for water parks and mini-golf.

Yep, as soon as Ohio adopted E-ZPass in 2009, I signed up for an account with Massachusetts. No cost to get the transponder, no monthly fee, and only a $20 minimum account balance. I'm still irritated that we northern Ohioans have been blessed with the state's only toll road (especially since it was supposed to become free once the construction was paid off), but having a Massachusetts EZP makes it far less annoying.

It's never paid off because it's never done being built. The Pennsylvania Turnpike Commission was to be dissolved once the Turnpike was complete so they just don't complete it.

I can't count the number of times this has been professed at the onset of a new toll road. I can count the number of times I've seen toll booths removed/decommissioned...on one hand.
They removed all of the toll booths in PA!

Once I'm president, I'll make toll roads illegal. Vote for me.

That is what tripped me up in the rental car. I added the rental car to my EZPass account and then forgot to turn it off when I returned the car. The next day I remembered to remove the rental but someone had already rented the car and drove on the PA turnpike. Since the license plate was still linked to my EZPass account I got stuck with the bill.
