Seems to be someone trying to scam the park or get attention, or both (especially since there was a death at the park earlier this year).
I've had lap bars (on very poorly maintained rides) pop up a notch, but never one that opened all the way. And of course... I've had plenty of people tell me "my bar opened" on rides, especially when I ran rides (people love to tell stories about how they almost flew out and/or died on rides.)
It's in Portuguese, so you can use Google Translate to read the article in English.
On a related note, does anyone know how to translate audio on say, a youtube video? I'd really like to watch this awesome video but understand what they are saying (without learning another language right now.)

I am a large person, but fit into the Rattler at Fiesta Texas with about one click. After the first couple of dips the lap bar opened. I was a bit concerned at first, but then realized the rest of the ride was pretty tame. I did hold on. My first wooden roller coaster was the Big Dipper at Springlake Amusement Park in Oklahoma City. It did not have lap bars, just a hand rail. The Wilde Maus at Springlake didn't have any restraints either.

I'm assuming you also had on the seat belt?
