Actually it will, because when running two trains out of one station you will never dispatch a train after the other has cleared the lift, you will dispatch it while it's in the final barrel roll or past that, but with two trains out of two stations you can dispatch quicker. There will be instances when one train is actually waiting for the other train to clear the lift so it can be dispatch, and the number of trains dispatched counts each time the train moves out of the station, and if you can load one train and unload another at the same time, then u will dispatch more units within the hour, i don't know how to beter explain it, maybe it's just something you have to see and just pay attention to. But like rollergator said, these are the maximum numbers that can be run an hour, and it is very hard to reach them, although once we did dispatch one train more that the manufacturers said we could
You will get more than twice the number of people with two trains than with one, because there is a time when there are two train are running at the same time. Using the number above:

One train 476/28 = 17 disp/hour or one disp every 212 sec.

Two trains 980/28 = 35 disp/hour or one disp every 103 sec.

With a ride time of approximately 120 sec, there are two train running at the same time for 17 sec/disp.
