Stupid decision from a water park, need your opinion

Living in Montreal, I was excited to see that a water park 30 minutes away added a Proslide Tornado last year. I sent them an e-mail to clarify their badly worded "4 people tubes restriction" and unfortunately, to keep it "safe" for weight and balance and to avoid wiping out, etc., they're enforcing a 4 persons per tube rule for it! Doesn't matter if its 1 adults and 3 kids or 4 adults, 4 people only!

Any other parks have such... a policy?

Knott's Soak City here in Palm Springs most definitely does NOT do this. They have four and two person rafts, so you can ride by yourself on a double raft if you want to. Two friends and myself rode on one of the 4 person rafts. It seems rather stupid, but I guess they would have a reason for doing this? Knott's is always such a careful line of parks with over-the-top rules, but I guess not in this case.

BTW, does the park have a lift for the rafts or do you have to lug them up the tower? Here at Soak City you have to carry them up, but at Geauga Lake they have a lift. Oh god I wish they had a lift for this one or I would have rode it all day since there was at most 300 people in the park.

Don't most of the Tornados use the 4-person cloverleaf shaped rafts? Those are the funnel thingies, right?
I'm guessing this is a capacity issue more than a safety issue. If every tube is full, wait times go down.

At the Wilderness Resort in the Dells, you can ride down on a 4 person clover leaf raft with 2, 3 or 4 people and on a spinny-disk raft with 2 people.

The "rule" is, for the Tornados, you can ride the Cloverleaf tube with 2-3-4 people. If the Park owner has bought the 2-person Whirly tubes, then you can use those as well. BUT it is up to the park owner to enforce any rules they wish over and above the slide manufacturers rules. Obviously the owner of Super Aqua Club prefer to keep is to 4 people, but that is very limiting I agree. It would actually decrease your capacity.
