Scream at SFNE blasts you up then brings you to the top and holds you there then drops you. Both times I was there they ran it doing the Combo but sometimes people say they only do Space Shot or the Turbo Drop. My question is can the ride controlers set it to Combo or either Space Shot or Turbo on Power Tower at CP or othe ones that don't normaly run the combo?

The Turbo Drop towers differ from the Space Shot towers in the fact that there are brakes that clamp onto the car at the top of the Turbo Drops that hold it while pressure is adjusted in the cylinders.
To my knowledge, it is impossible to run a Space Shot tower as a Turbo Drop or vice versa.
The Combo Ride option like on SFNE's Scream! is a ride program itself, just like the Space Shot and Turbo Drop programs. The Combo Ride is able to operate as it is, or be transformed into either a Space Shot or Turbo Drop. Space Shot and Turbo Drop towers can't switch programs like the Combo Ride does.
Combo's require equipment for both Turbo Drop and Space Shot installed for it to work.
