Chitown i think you are looking for this answer. The park doesn't own all of the land surrounding the lake. So there is no possibility for a complete land circuit. It all comes down to a bitty strip of land next to the old bathhouse in the corner of the water park. I would say that that strip of land is no more than 200 yards from lake edge to route 43. Anywy, that land is owned by a housing/community group near to the lake for just about as long as the park has been around. They are unwilling to part with it and their right to access the lake. And the park has tried to gain that land even before it was WOA or Six Flags.
Building a bridge for a rain/monorail over the water also seems to be unlikly. Now i am no engineer, but the most logical reason to me is this: Geauga Lake is a natural spring fed lake therefore the lake bed is rather soft and not firm. Therefore the cost to create a footer at any distance from dry land is pretty steep. Now the weak part in that is that BKF is pretty close to that lake and on swampy land, but then again it wasn't lake bed real estate. I can't imagine that the EPA would have an issue with a structure being built over the lake, the only reason they had any issue with the park at all is that BKF is built on an endangered ecology type Appearantly there aren't to many swampy areas left in this part of the mid west to house a certain species of frog or butterfly. The only thing i definately know of that the EPA has issue with the lake is controling the amount of crap that is dumped into the lake.
But now that i get to the end of my post i thought of one wacky way to get a u shaped trank to work more efficiently. Have the track split in one or more areas where the trains would pass heading in opposite directions. A bit complicated, but if you can't get a hold of that land there really isn't too many options.

Why would these people want to hold on to a small piece of land to this lake? To me its more of an overgrown pond then a lake.

Arena football has arrived in the Windy City. Go "Chicago Rush"
One of the main factors I keep thinking about is whether it's worth to keep operating the current monorail. It's nothing but an observation ride, so dismantle it. How about constructing a whole new system back behind Raging Wolf Bobs? Have the track run to the "wildlife" section, then loop around (similar to EPCOT) and come back the same way parallel to other the track.

There is always a train coming while one is going. You also have the ability to make the trains as long as you need.

As for that little piece of park land, I too, can verify Hurrican Geauga's statements. It's unblievable!
As for more ideas, I'd say put in 150ft steel beams into the ground by the Ballroom, and Pearl Diving building, stretch some cables across the lake, add some track...and...Whala a suspension bridge for a train ;)
