They are responsible, but it's not like they don't want them both to be open. Due to the size they had to be assembled, then dis-assembled, shipped to WoA then re-assembled. I'd like to see you do that faster than they did.
Alot of times, the Sea World side has nothing open, because no-one is over there usually mostly, the people stick on the WR sides or in the waterpark, so what is the point in wasting their time and money to open that stuff? As soon as SF puts a few rides/coasters on that side, I bet alot more stuff would be open over there.
From my understanding they already had the zoning changed to SF, thus that land is now considered an amusement park.
