I'm trying to prevent both, and I figured this is a good start.

2. The voucher meals are likely going to be small, barely enough food for 1 person.
From what I've heard [At SFStl] it's the same combo meals that you would pay for (in cash/card, etc.) at the park. So, they'd be more food than one person can eat, which is typical at Great America.

Your average guest is going to spend more money and create more profit for the park without ever realizing it.
Just because the park wins (big) doesn't mean you also don't win (big).

^ Exactly. Food prices in parks are not only really high in general, but the food is typically sub-par which makes the food even less of a value. Because of this, I typically don't ever buy meals inside of most of the parks I visit. If the park has a reasonable 80% margin on the food they're selling, and I don't buy any of it, that's 0% they make on me. This pass, however, definitely interests me and would be something I'd probably buy if they offered it at a park I frequent enough. I'd end up using it enough to make me feel like I got my money's worth out of it which means the park will have to come way under its 80% margin. But even if I bring their margin (for me) down to 40% on food, that's still real profit and, at the same time, I got added value out of the pass. Like Andy said: win-win.
^You must not be going to the right parks then. Disney Parks, Universal parks, Sea World Adventure Parks, and Hershands Parks have all around amazing meals, provided that you expand beyond burgers, pizza and fried chicken.
In fact, provided that you do expand beyond the "common theme park food" you can generally get some good food.
I recently took a trip to Florida and while down at BGT and SWO I bought their $30 all you can eat/drink wristbands and loved it. The parks smokehouses were both part of the deal (except the ribs only platter.) I ate like a king and didnt spend the day on the edge of dehyrdation searching for a place that will give me a glass of water.

The former Busch parks do have some great food at the smokehouses! I never feel ripped off eating at the Florida parks (well, excepting some of the Disney Signature places, haven't been to any but can't really afford them to begin with), as they all provide great food that makes the higher prices ok.
I recently discovered, though, that IKEA has some pretty darn good food at a fairly cheap price. I'll be heading over there for dinner (and to look at furniture) to enjoy their special today of roasted chicken and mashed potatoes for $2. I need to conveniently look at furniture on a Monday morning as well, for free breakfast. :)
