Scenario editor not letting you close park

Each time I use the scenario editor, save the game and then try to play I cannot close the park.

Anyone else have this problem? Is there a way around it? Something I am doing wrong?

I have had this happen but the weird thing is that it only does it sometimes while other times it lets you close it. But if I get a park that can't be closed I just take away the first peice of path at the entrance. But if you ever want to close your park down in the middle or your game you cant really

I think it depends on which scenerio goal you choose.

If you choose a goal that is to have a certain number of guests in your park by a certain year, you should be able to close the park.

I've noticed it on any scenario that doesn't use money period or only uses it for rides. It's annoying, but Beast_rocks suggestion of removing the path works well.
