RCT2 Structure- What is it?

I was wondering if anyone could tell me what this structure/ride is:

It looks like people are walking around at the very top part. I believe someone said it was an advanced observation tower. But, do the people get up by elevator, or what? And, was that people I saw at the top?

Yes, that is an observation tower- in fact, it's the one at SFoT. Riders can and do go to the top by elevator. You can also see the park's river rapids and indoor Runaway Mountain coaster.
