why does RCT play custom music so slow?

Because you didn't set it for the right sampling rate.

How might you set it to the right sampling rate.
By changing the rate. Many programs can do it, but it does require knowlage on your part. Do what I did to learn about that stuff, search the net. I'll give you a hint on where to do that. www.yahoo.com

Download the "mp3 to wave" converter and in the options be sure to set the sample rate to 22,050Hz. This will make the music sound normal in the game.
