Sure enough that is the familiar chain lift sound and rider screams from RCT that we all know and love.
Yeah, why do they take RCT's music, I'm sure they could make their own.
I think that the sound effects are avalible to be licensed to anyone. On Chris Sawyer's website, he also mentions that one sound clip in some movie (don't know what one, go look for yourself, I know it's on his site) is in his game too. I'm sure it's not really RCT sound effects, but generic sound effects also used in RCT.

I have heard those familiar sounds on some of the Discovery/TLC's coaster shows. I am guessing it is like everyone already said. Just a generic sound clip.

Yeah, I haven't checked out the site, but I did catch the generic crowd noise from RCT in Mission Impossible 2 when Tom Cruise is talking to that chick about how he doesn't want her to do the assignment.  I first picked up the giggling.  If you listen, and have played RCT enough, it will be plain as day.
