1) Regarding the argument that state law forbids erosion of the bluffs-- PA state law prohibits activity that will cause erosion anywhere throughout the state.
It doesn't mean you can't build. It just means that you have to take the proper precautions during and after construction to prevent erosion. If erosion occurs, you're required to remedy the situation. If not, you're fined and construction is stopped.
2) Regarding the path of the coaster being too close to the people's house-- could it be that their house is built too close to the property line? If so, why penalize the park?
3) I hate the argument "we're not against the (insert project name here) just with where they're putting it." Translation: we'll like it when you water it down and restrict it so much it's not worth building anymore.

Chuck, last I knew about Bells was that they were still going forward with the court battles to build a coaster at their currentl location. If they win all the battles you may see the CCI come to life. But as you may be aware, Bells is also looking to possibly move to Jenks for the new entertainment development that is going on there (Aquarium, Riverwalk mall, Indoor Water Park, Casinos, Etc.).
I have seen plans for the new park and the coaster isn't a CCI creation. They completed the business plan for the new park, and are currently looking for funding.
