Westchester Public Works Commissioner Jay Pisco said Tuesday that the county was unable to award an emergency contract for the reconstruction of large sections of the boardwalk and pier ripped up by the wind and waves. The county attorney stepped in after bids were received last week and said the repairs didn’t qualify for the emergency contracting process, officials said.
