Paramount Kings Island Smoking Policy

Why is this park discriminating against smoking inside the park this year? I visited last month and they had designated smoking areas for smokers. I don't understand why they are doing this. You are outside and the smoke goes away. I can understand not smoking in ride lines but this is a stupid rule in my opinion.

Who discussed it? Why are they doing this? Why is it a can of worms I don't want to reopen?
