It's a program that lets you download entire websites. You can then just look through the directory for new html. On my cable line I can download the entire coastergallery site in about 15 minutes (there's about 110MB's there, give or take if you DL all the photos too) Downloading just the HTML would be a relatively short task and would point you in the direction of the new content. Anyone familiar enough with the site should be able to find the hidden stuff in no time.
I personally lack the patience and the time to look for the hidden content.

But putting up & advertising "easter eggs" and expecting visitors to look all over your site isn't going to do the same thing?
Besides I can download his entire site once and not have to go back until something new pops up. I use 110MB of bandwidth, no more no less. If I didn't have all those pics on my hard drive I'd probably find myself going back more often when bored and using more bandwidth in the long run.
There is a bit of a moral issue with it, but who puts information on a public forum (the internet) and expects it to be secure?
Plus I've amassed thousands of roller coaster photos this way. I've burned quite a few CD's with nothing but coaster pics on them and even more with videos. It works nicely if you're a fan of coasters and know you'll be wanting to keep the pictures you find on the net.

It only can grab pages that are linked to from other pages (aka pages that are publicly available anyways.)

Ahh, good point on the linked pages thing. I guess it wouldn't work.
However coastergallery.com does not show ads or anything like that to generate income so as I said earlier, it takes nothing from Joel's pocket. If anything I use less bandwidth by putting the pics on my PC and checking them out from there than repeatedly hitting his site looking at the pics multiple times.
