The most logic plan for that place is to make it an amusement park only smaller than it is now, with other portions of the land sold for redevelopment, change the name, and voila! The city of Niagara Falls needs it. Dragon Mountain can't go anywhere else and needs to stay. It's a staple of the park and as weird as it may be, most people like it. All other rides can be moved or sold.
