SeaWorld has a policy forbidding its killer-whale trainers from having "dangling hair" that the animals could grab onto, according to records from a workplace-safety investigation at the company's San Diego theme park.

If an orca wanted to grab a person, couldn't it just as easily grab one of their dangling arms is it could long hair?
Perhaps. But the difference is that of the exposed dangly bits, hair is somewhat optional, while other limbs are not.
Not saying it is a good explanation, but there is some potential logic there.

That and your limbs are typically within line of sight and have ability to control.
Whereas long hair being behind you means your back /could/ be turned and you would have no idea what could happen nor easily move it out of harms way.
But hey.. short hair could be hot on a woman too.. They are still wearing form fitting wet suits afterall.. [Most] Men will still enjoy the show ;)
