There is no business case for slow operations. It may happen anyway, but I doubt very much that there's intent.

It might not be a thing in North America, but internationally I've seen a few cases where parks deliberately slow their operations to save money and maintenance costs.
Screaming Condor at Leofoo Village launches once every fifteen minutes in order to complete a "reset process". https://www.bannister.org/c...theme_park
Deep Space at Imagicaa closes for a "safety check" every few laps and is otherwise operated with a "green initiative to conserve electricity and resources". https://www.bannister.org/c...m#imagicaa
There are also a lot of rides in China where guests are required to do physical stretches and exercises before boarding (and yes, these start after the previous train is parked).
