Legoland promoters are bracing for a high-speed thrill ride to win government approval in the spring of public incentives for a $554 million theme park-anchored development in Lee's Summit. The timetable is driven by theme park operator Merlin Entertainments Ltd.'s goal to open Legoland in 2009, Lowe said.
