Most flat rides, when power is lost, will slowly lower and right themselves. I'd guess most coasters are built so that if power is lost all brakes close, locking trains in their blocks. My guess is of all the parks possibly without power the one with the most guests stuck on rides would be Disneyland, not SFMM.
From the sources I found, the power has already been restored.

As I look out my office window I can still see street lights out, so not all power has been restored.
I just feel bad for the people working in the high rises downtown with the elevators out. Especially the U.S. Bank building... what is that, something like 1,100 feet? That's A LOT of stairs!
