how to test Xcelerator

Will they have to test Xcelerators launch at full power?otherwise it will roll back into the station. How did they test HXLC?

Why would they not test it at full power?

I'm sure they will mis-fire it onpurpose a few times to make sure the rollback brakes work, but that's probably it...
