Well you could kind of do the same thing, if you wanted to take up more space. You could raise the land around it, put it in, and the put the footpath over it like that. But I don't think that's what you're talking about.
If you use the Dragon Trainer, you can do it. I'm not quite sure how, but you can do it.
-Or you could just wait until you get RCTII

Yes, you can.
The only way to do it (without a trainer) in RCT1 is to lower the land all around it until you can see the square where you want to place the shop, put it there, and then move the land around it back up. Of course, there will still be one square of land 'missing', and the shop will be in a 'shaft' instead of being really under ground, and it can be VERY expensive to do this, but it's the only way I've found. I've done it a few times.
But mostly, at this point, I'd just wait until RCT2, when it's a simple matter of holding down the sift key and dragging the shop under ground :-)

As far as I know, you can't do that yourself without a trainer. That's something only the designer of that scenereo can do, or you have to have a trainer to acomplish something like it..
