Get the GIMP. It can do almost as much as many commercial products, but it's free. It's webpage is www.gimp.org
Also, you could try Paint Shop Pro. www.jasc.com . However, the demo will last 30 days, then you must buy it. It is, however, easier to use than the GIMP. There are many other programs which are relativly inexpensive or free that can convert and edit images.

All you need to do is open a .tga file then save it and when saving select the file extension from the drop down menu under the filename.
