I stuck a waypoint on the fireworks and crossed my fingers.
The V.I.P. came in and had something like 6 game hours before the fireworks started.
He got to a spot on the path a few squares from the fireworks and next to a queue entry for a coaster. He did this high speed spastic 'dance' looking like he wanted to enter the queue but kept being pulled back to that spot on the main pathway. (I think the AI was fighting itself - like he wanted to ride the coaster, but had to stand around for the fireworks.
At any rate, when the fireworks started, he stopped his 'dance' rode the coaster and left.
I have no idea why it worked, but it did. All I did was put the waypoint directly on the little fireworks pieces.
How's that for a non-answer?
I think it is just another cryptic, not thought out, half-assed piece of the game.
I just did as I described above and got the credit for showing the V.I.P. the fireworks in that scenario.

I messed with it when the game first came out for about a half hour, got roughly 9 seconds (literally, 9 seconds) of fireworks show looking pretty cool and realized it isn't worth the trouble.
Haven't stuck a fireowrks display in a park yet (except for that one scenario that requires it) and haven't opened up the fireworks editor since.
Sad that they waste time on crap like that when the rest of the game is like it is.
Choosing music, syncing the blasts to it in a coherent manner, and choosing firework combos that are interesting and look nice for those blasts (in other words, creating an actual show) - is a time consuming, mind numbing task that has no business in this game...
...especially with so much else that could've used the additional nurturing.
Just pick up the VIP and put him on the path near the fireworks. He'll spin around and walk back and forth a few times, but will eventually turn towards the fireworks, stop, and watch.
Then he becomes real moody with comments like "This fireworks show is lame" then towards the end of the show "That was awesome"
