To do the stacking just select your item,place it on a square on the landscape & then using the shift key click again & the next piece of scenery will be placed above your first piece,there are tutorials in the game which should give a step by step explanation on just how to do it.
In the RCT2 manual look on pages 27 through 30 for a full explanation on how to place & stack scenery items,if you don't learn anything new after reading those pages then I guess there's not much anyone can do to help you out.

There is an object editor out there somewhere, perhaps someone could provide you a link...however I am positive that it DOES require a sacrifice, so definatly bring some livestock.

Personally I wouldn't even try to make custom scenery,I'm still having problems with the scenery that I downloaded last month.

The first step is knowing what you are going to create. Next step is to get a picture of it from all four sides..NW, NE, SW,SE...someone correct me if I'm wrong. You have to throw all four pictures in to a photo editor, Adobe Photoshop works for me, erase everything but the "object", i.e. all of the grass or rock in the background. Next I believe you put it into the object editor. Then comes the part where you have to complete the sacrifice. You should know what to do. Follow any instructions the program gives you, because my advice may be a little fuzzy.
