Hersheypark officials got the green light from the local township Tuesday to add several water-related rides in time for the amusement park's 100th anniversary in 2007.

That would make sense, clustering all the attractions that use water together. Keeps the plumbing more compact.

In addition to keeping the plumbing compact, you keep the bathing-suit-clad patrons in one spot (along with changing areas), so they're not faced with either traversing the park in their bathing suits, getting their regular clothes wet, or using restrooms to change.

It seems like the area in question is the green space in this picture just below the Ferris Wheel and behind Tidal Force.
RGB makes a very good point about the plumbing, they'll save a TON...and it makes more sense in terms of keeping "acceptable attire" separated...
Every waterpark in America needs a RollerSoaker (FSS)...although the price tag still sounds pretty steep, it's an unbelievable interactive attaction...
