About 20 minutes from me in Sterling, VA, is a professionally-designed indoor track that features your typical-looking karts, but with no governor. While certainly not as fast as the formula karts, these things still give you the feel of racing--they even provide you with a fire-suit, racing helmet and gloves! The one time I went there, several members of the Audi Club of North America were there to partake in a good hour of racing time. In between their half-hour sessions, two friends of mine and I raced for 10 minutes (it's not cheap--10 minutes for $25). Believe it or not, it was worth it, but I certainly can't go there on a regular basis.

Perhaps they've lowered the speed of the karts at Allsports GP since I was there last?

We had a Malibu here in NJ back in the early 90's (in MT. Laurel?) that folded as well but they also had the real indy cars with no gov. You needed an actual NJ drivers license for those as well. On the east coast, I think the best you can do is Ocean City MD. They still have all sorts of different style Go-cart parks. I would guess that insurance is causing these places to become obsolete?
I haven't driven a go-cart without a govenor, but I have driven a Barney Oldfield car without one. Those things can actually go pretty fast...like 20 MPH (normally 7 MPH).
