When a park announces a ride, do they just do so by putting out the information- or is there a more formal meeting where the "unveil" the facts and layout. In other words, is there an actual event that one might be able to attend, or is it just an informal announcement?

Depends on the park.
Some parks just issue a press release, others make it a media event and organize a press conference. As for whether or not enthusiasts can attend such events that's up to the park to decide. I would assume if they want enthusisats at the announcement they'd contact your local ACE rep and the rep would put the word out and keep a list of those attending.

Like it was said earlier, it depends on the park. When SFGADV announced NITRO, they had this whole big event. I had attended. There was an announcement in NYC at a movie theater, where they showed the animation, stats, things like that. And then the entire bus load of people headed down to Philly for another press event there. It was a great day, we got to talk with Claude for a couple of hours.
