Drop Out heavy (8-footer): Should be 9 feet. The last 30 seconds are straight eighth notes, almost as fast as Max 300, and 8-12 jumps in a row at 260bpm is very hard.
Ordinary World heavy (7-footer): Should be 8 or even 9 feet. The freezes force you to do four 360-degree spins, and during two of them, you have to tap triplets with the other foot as you're spinning. Easy to fail quickly.
My Summer Love heavy (9-footer): Should be 8 feet. It's all very easy and slow except for the sixteenth-note bridge, but once you learn to read it, that's easy too.
Look to the Sky heavy (6-footer): Should be 7 or 8 feet. This song has a ton of crossovers or double-steps, and even a couple of nasty sixteenth notes.
Maxx Unlimited standard (8-footer): Should be 9 feet. The entire last section is all jumps at 320bpm! Not to mention all the weird rhythms in the slow section.
End of the Century heavy (9-footer): Should be 8 feet. Sure, it has a few crossovers, but nothing like Exotic Ethnic or Rhythm and Police.
Gradiusic Cyber heavy (8-footer): Should be 9 feet. This is one of three songs on DDRMAX that I have never passed.
Luv to Me heavy (8-footer): Should be 9 feet. This song has a huge string of gallops that start on the off-beat, lots of 16th notes and some really fast jumps.

On a more serious note, Maxx Unlimited is the first thing that comes to my mind. I can get an A on light, but can't even come close to passing on standard.
Jeff, # Japan Standard is actually one that comes much easier to me, just try to mentally "count" off-beat so the off-beats appear on-beat, which should make it a little easier. When I think of them as off-beat, I get more tense trying to hit the steps dead-on, which only makes it worse.
This thread does bring up an interesting point though: When I go back and play 2-4 foot songs I tend to have more trouble than with 5 or 6 foot songs. After getting accustommed to fast steps/jumps/gallopping etc., it's much harder to keep beat when you have no steps to keep beat with.

Oh and Den...Drop Out Heavy is a 9fter. Check 5th mixes and up...Drop Out got moved up.
I think Kakumei heavy should be an 8 also...it's too simple for a 9

Boom Boom Dollar (speed mix) should be moved up to an 8
i'll list more as i think of them.
Edit: Paranoia Evolution...if there were only a few more streams this song would easily fit into the 9ft category. As of now it's up there with the high 8's

Also disagree with you on Holic - the weird time signature alone earns it the 8, plus you've got lots of step-jumps and almost non-stop eighth-notes.
I agree on Paranoia Evolution though. There is one Oni on DDRMAX that is incredibly easy though 7 or 8 songs, then it throws Evolution your way.... SLAM, I'm dead in 30 seconds.
EDIT: Is DXY! heavy a 9? If not, it should be. Worst. Step-jumps. Ever.

300, Unlimited and Survivor should be 9's
The only tens should be Legend and Survivor Max
But I think the Max songs should remain 10's. Just considering the songs on DDR MAX, I can pass all the heavy songs but 3, and of the 3 I can't pass, I can at least make it to within seconds of the end. I've never even gotten halfway to the freeze on Max 300.

300 and Unlimited for obvious reasons (i've only beaten 300, but can't beat it constantly, or on an EX Mix)
Survivor because not only is it faster than drop out, with much more stream, there are some turns in there as well as crossing (i don't think anyone can double step at 540 bpm rate (270 with the 8th notes)

Legend of Max standard (9-footer): should be 8 feet. I don't know what they were thinking. This doesn't even have any eighth-note runs. Max 300 standard has 3 tough eighth-note runs and it only gets 8 feet? The only hard part about LoM is the jumps at the end, but the jumps in Maxx Unlimited standard go on for much longer.... yet *that* song is only 8 feet as well.
Highs Off U heavy (7-footer): Should be 8 feet. This is an underplayed song... it throws in a ton of sixteenth notes and step-jumps, and it's slow enough that it's hard to read them.
Tsugaru Apple Mix heavy (9-footer): Should be 8 feet. This is much easier than the original. It throws out all the weird 32nd-note gallops. The only part that is remotely hard is the ending run before the slowdown, which is almost identical to the original.
