Floorlesss wheel covers

See the top wheels? They have covers. I noticed that all floorless have them. I've only seen them on floorless coasters, so, what do they do?

You wouldn't want somebody's shoe to fall off and get stuck in the wheel, would you? It's just an extra precaution to prevent valleying.

I thought they were just built to go along with the design, because all of B&M trains have a cover on the wheels.
