I think that a trainer is the only logical way to obtain the park you requested.

Isn't there a flat park with unlimited money already available in Loopy Landscapes as one of the first parks?

The big problem with using Arid Heights as a map to create a mega park is that stupid park rating thing where if the rating falls below 700 for more than 4 weeks then the park will be closed.I prefer to use the Razor Rocks map to create mega parks.
