My unamed park I uploaded is totally flat, has most rides, shops and theming.
The only down side is I missed 3 small grids of land, so it has the max area of land minus 3.
Flat Land Park?
You can either take your choice of Super Sandbox scenarios that are floating around the net. (Yes, it does make a difference since you can't own everything, you would want to get a sandbox made by somebody who had pretty much the same priorities as you do)
OR - you can take the DIY option by using the Scenario Editor.
One saving grace is theat the Scenario gives you a flatland park to start with. (And the abiity to save and load Landscapes for use with the editor). Just fire up the editor, and figure out which 27 rides/shops/grab joints/park services you can live without, and check all the others.
Be sure to take a trip past the rest of the tabs on the Object Selections screen, they don't get as much press here, but they are useful. You get to choose 1 style of front gate building, 1 color for water, and then I dont have hard numbers availble, but you get to choose which path/queue styles are available, then if you do it in "Easy" mode, you get to pick 19 (of 27???) theme packages. (Actually 6 of those are preselected for you and you can't disable them, yes those 6 count towards your limit), then click on the Advanced button and you will find you can custom tailor small objects, large objects, path accesories, and a few other things. Don't worry if any of these items fall in a theme package you didn't select, the game will add them to your "Scenery" menu under a "?" tab. In some categories it IS possible to have it all, and in some you can't. In the small scenry section for example you can have 252/335, but when it comes to choosing path styles you can have them all, and still be under the limit, which suggests that the editor is designed to the game engine limits, thus allowing for future expansion packs.
Got all the objects you can swipe out of the Object Shop?, you then go to the flat land map. If you want a true Mega Park, you have to click on the "Get Land" icon, check the "Land Owned box" and then start painting the terrain blue. You can get a 7x7 paintbrush to help you, unfortunately its not a perfect process and you may have to paint some areas a couple times to get it all, and the terrain won't scroll while you paint. Oh, be sure to adjust the map size drop box if you want to go bigger than 150x150 (256x256 is the max) It won't give you the border squares.
Then yada yada, pick your peep entry points, build your park gates, construct paths from the peep entry points to the front gates, and then you can do any terraforming, lake forming, and place any scenry (of that you selected) you wish for FREE, have at, have a ball create the blank template of your dreams. You can't place rides/shops/etc, but you can build gardens and theme the bare land t your hearts content. Remember save early save often helps here.
Then click next, and you go to the invention list, I mention it because initially only a handful of stuff is "pre-invented" if you want it all when you first launch the scenario, you have to drag and drop each item up individually. Go on it asks you some preference questions for your peeps, and park.
Be sure you catch that "No Money" checkbox if you want to build build build without worrying about the costs.
Then go to the tab where you choose your goal, I have found that if you take the default "1,000 guests by year 3" style option the game enforces the "700 park rating sudden death clause", however if you choose the "Build 10 coasters each with excietement greater than 6" type goal, you don't get the 700 park rating clause.
One annoying thing about the scenario editor is there is no tweaking or do overs once you press "Save Scenario" it's like burning a CD, once its done, its done, but you can build (I think) as many scenarios as you like.

I don't like the scenario editor as much as I thought I would. I would like to be able to get everything and start off with more than $10,000. It also takes forever to make a scenario.

I would say just create your own with what you want. Oh, and don't forget you can always turn money off when creating scenarios.

Man and to think that I created something to solve everyone's problems with the money thing.... with my senerio that starts you off with $645,760 and you can take out a $5 million loan on top of that. Anyone who wants it, disneysweans espically, is welcome to email me for it. oconnortjv@aol.com
Turning money off for senerios is bad becuase then you have to keep the rating above 700 and that means you have to build a lot of temporary things to keep guest happy while you try to make time to build your park.

The better way to create a flatland scenario, as far as I'm concerned, is to have the money off and make the objective to build 5 coasters w/ 4.0 intensity or higher.
No time limit, no money limit.
