So does SFGAm have a fast pass system or not? Or are they planning to get a fast pass system? Would it only be for v2?

They do not have a fast pass system.
They haven't announced anything yet but I'm sure they have some plans for something along those lines as they have two entrances for v2, with one that goes right up into the station.

Why would they get this fast pass thing? Honestly, Its not going to happen. Think about it, all the people with that, and then the others in the normal line, it would not work. So many people would get the fast pass, and no, it wouldnt work. If I didnt have it, and saw all these people just walking up in line, I wouldnt let them.

Look at disney's fast pass. It is working great! The regular lines are short and so are the fast pass lines.
inverted_one, there are two (I'm not sure, maybe 3) entrances to B:TR there! One behind a small (but busy) food stand, and another where the Batmobile was. The foodstand one is the overflow line entrance, and sucks. Long, back and forth, no shade, boring, water sold at 100 dollars an ounce. Reminds me of Giant Drop and Viper, with the price of water, anyways.
So, my point is this: Two entrances mean the farther away one is for overflow.

All rides at SFGAm have two lines. I don't know why. And they give number passes so if someone cuts they get caught when they turn in the little tickets. "Fastpasses" just wouldn't work.

Well, Batman has numerous entrances for the crowd's sake. If its not bad, they open up the main one (right into the park) and if it is, they set up those blue police barriers and make you go in by the food stand.
Actually, there are photos of a fastpass like system being developed for SFOG. It's called Lo-Q (witty) and it works the same way as fastpasses do, I believe.
