Universal Studios, yes.  IOA, no.  I went last year to Howl-O-Scream (Year X, I think) - it was cool, but I'm not really into the funhouse thing.  It does really reduce waits for their other attractrions.  The wandering monsters, and the fog and strobes were nice, and the "Jack" show had excellent acrobatics...

Halloween Horror Nights at Universal Studios...ahhh, yes.  Simply the greatest halloween thing in the world!

You're asking if it's scary?!  YOU BET YOUR *** IT IS!!!!!!  All of the lights in the park are turned off, there are fog machines everywhere, 5 EXCELLENT haunted houses, and actors who chase you about every 5 feet.  You have to go to the park to truly appreciate it.  I went last year and was simply amazed by it.

IOA doesn't do anything.  USF does.  HHN starts at 6:00 pm every day and goes on until 2:00 am.

Last year was incredible just as Coaster131 stated above.  It is something that you truly have to go to, to appreciate it.  HHN was the most terrifying thing I've ever been to.  It makes Halloweekends at CP and Fright Fest at the SF parks seem about as scary as visiting Magic Kingdom on a bright sunny day.  You can learn more about HHN at the offical site:  http://www.halloweenhorrornights.com.
