Disney's California Adventure will open with limited dining and retail experiences

Some Disney fans will finally have the chance to return to the California Adventure Park next month for a limited-time experience, about a year after the entertainment giant's theme parks closed because of the pandemic. Around 1,000 Disney cast members will be able to return to work.

Hadn't they already done this prior to the second round of closures in California?

Yes, and the state shut us down again shortly after they started this. They just last week started to open up things again. Still no general opening of any of the parks.
