Walt Disney World has released a teaser video for its new Pandora area of Animal Kingdom, inspired by the movie Avatar.
I think I get it now. The theme park area isn't being made because the popularity of the film supports it. It's being made to support the popularity of the film, and upcoming sequels.

Nice to finally get a glimpse at the Na'vi River Journey (the boat ride). It looks to be a bit like Living with the Land with some of the vibe from Journey to the Center of the Earth at Tokyo DisneySea. A new water-based Disney dark ride is always welcome.

It's neither of these.
Your first observation is easy to see---none of this particularly speaks back to Pocahontas, er, Avatar. But, your second observation can't be true, because Disney doesn't own the rights/distribution to the film or its sequels, so why would it do this?
The answer is much simpler, and I've been saying it over and over, yet somehow no one seems to get it. The geography, flora, and fauna that Cameron came up with are merely the palette with which Imagineering was told to make an immersive, compelling environment.
It's a symbiotic relationship. I was not a fan of Avatar at all, but I cannot wait to explore this new land.
